FG Launches Digital HR Upgrade, Unveils Self-Service Payroll System for Civil Servants

The Federal Government has launched an upgraded Integrated Personnel and Payroll Information System (IPPIS) Human Resources Module, known as the Employee Self-Service Application, to improve efficiency, transparency and service delivery across Ministries, Departments and Agencies (MDAs).

The platform was unveiled during the 2026 Civil Service Week activities in Abuja and is designed to enable federal civil servants to access and manage their personnel records, payslips, leave applications and other human resource services digitally without the need for lengthy manual processes.

Speaking at the event, the Head of the Civil Service of the Federation, Didi Esther Walson-Jack, said the innovation represents a major milestone in the ongoing reform of the Federal Civil Service.

She noted that the new system would empower workers and streamline administrative processes, describing it as a shift from a “permission economy” to an “empowerment economy” where officers can independently manage their HR-related needs.

“Those days are ending,” she said, referring to delays previously experienced by civil servants in updating records and processing HR requests.

Walson-Jack urged civil servants to embrace the platform, as well as other digital tools such as Service-Wise GPT, noting that technology is central to building a modern, efficient and citizen-centred public service.

She also highlighted the importance of mentorship in strengthening leadership succession and institutional development, describing it as a key component of the Federal Civil Service Strategy and Implementation Plan (FCSSIP).

The Permanent Secretary, Career Management Office, Mrs. Nkiruka Jones-Nebo, said the new IPPIS HR Module and the Public Service Mentoring Policy were designed to combine digital transformation with human capital development.

She explained that the platform would simplify HR processes, reduce delays, enhance transparency and improve accountability across government institutions.

Also speaking, the technology partner, Soft Alliance and Resources Limited, said the upgraded system now provides over 600,000 federal employees across MDAs with access to services such as leave applications, payslip downloads, real-time circulars and automated notifications.

The firm assured users of data security, noting that the platform complies with international ISO standards and the Nigeria Data Protection Regulation (NDPR).

Chairman of the Federal Civil Service Commission, Prof. Tunji Olaopa, described mentoring as a critical reform capable of strengthening leadership development, talent management and succession planning within the civil service.

He also advocated reverse mentoring, where younger officers assist senior officials in adapting to emerging technologies, including artificial intelligence.

The event, part of the 2026 Civil Service Week, brought together senior government officials, development partners and stakeholders focused on improving public sector performance in Nigeria.
