POLICE UNVEIL 10-POINT SECURITY ROADMAP FOR 2027 GENERAL ELECTIONS AT CARSPO 2026
The Nigeria Police Force has rolled out a strategic 10-point framework designed to safeguard the upcoming 2027 General Elections, emphasizing early threat detection, technological integration, and strict inter-agency collaboration to prevent political violence ahead of the polls.
The security doctrine was officially presented at the conclusion of the Conference and Retreat for Senior Police Officers (CARSPO 2026) in Owerri, Imo State. Police leadership underscored that safeguarding the nation’s democratic process extends far beyond polling day, requiring a sustained, full-cycle security operations model.
Under the new operational strategy, law enforcement will deploy predictive policing techniques leveraging historical conflict data and ground intelligence to map out potential flashpoints well before voting begins.
The initiative also introduces digital intelligence tools and artificial intelligence to enhance real-time threat detection, investigation capabilities, and strategic decision-making.
A core pillar of the framework is the establishment of a dedicated Election Security Task Force to ensure unified command and clear oversight.
To eliminate operational friction, the police will align guidelines directly with the Independent National Electoral Commission (INEC) and establish joint assessment protocols with sister security agencies.
Key highlights of the 10-point security mandate include:
Full-cycle Operations; Comprehensive security coverage spanning pre-election, polling day, and post-election phases.
Predictive & Digital Intelligence: Utilization of data analytics, historical conflict mapping, and AI to identify and neutralize threats early.
Unified Command: Creation of an Election Security Task Force alongside harmonized Police–INEC operational guidelines.
Protection & Neutrality: Targeted protection for voters and vulnerable groups, alongside rigorous professional training and strict sanctions for political bias.
Resource Backing: Guaranteed logistical support, modern equipment, and funding allocation for personnel deployed on election duties.
Addressing long-standing concerns regarding conduct during election monitoring, the framework mandates absolute political neutrality and places strict limits on the use of force. Senior officers confirmed that negotiation and de-escalation tactics must precede any physical intervention.
Furthermore, any deployment of force by officers during the electoral period will be governed by four non-negotiable principles: Legality, Necessity, Proportionality, and Accountability.
Every instance involving the use of force will be subject to mandatory documentation and formal post-incident review.

Police authorities expressed confidence that early implementation of the blueprint will secure the electoral landscape, protect voters, and uphold the integrity of the 2027 polls.
